Overview
Egypt's customs administration is the Egyptian Customs Authority (ุงูุฌู ุงุฑู ุงูู ุตุฑูุฉ), an agency of the Ministry of Finance. The Authority operates at all Egyptian international airports (Cairo CAI, Hurghada HRG, Sharm el-Sheikh SSH, Luxor LXR), the Mediterranean and Red Sea ports (Alexandria, Damietta, Port Said at the Suez Canal northern entrance, Sokhna), and the land border crossings to Libya (Salloum), Sudan (Argeen), Gaza (Rafah, restricted), and Israel (Taba).
Arriving travellers complete the Egyptian Customs Declaration at airport kiosks. The personal allowance is goods up to USD 1,500 (per adult), 1 litre of spirits (or 2 litres of wine/beer; over-21 only), and 200 cigarettes (or 25 cigars, or 200g of other tobacco).
Foreign nationals from many countries can obtain a Visa on Arrival at major airports for tourism (USD 25 typical fee); some nationalities require advance visa application at an Egyptian consulate.
For commercial imports, the Egyptian Customs Authority operates the Nafeza single-window electronic clearance platform integrated with ACID (Advance Cargo Information Declaration) which must be filed pre-shipment by the exporter. ACID has been mandatory since 2021 and is the principal pre-shipment regulatory hurdle for Egyptian imports โ without an ACID number registered before shipment, the consignment cannot clear customs on arrival.
Egypt's import-duty structure applies MFN per the Egyptian tariff (typically 0-60%), VAT at 14% at import, and Development Fee, Emergency Tax, and Service Fee as additional federal charges. The combined effective burden on commercial imports can be substantially higher than the nominal duty rate.
Tariff policy: Egypt is party to Mercosur-Egypt FTA, EU-Egypt Association Agreement, EFTA-Egypt FTA, Arab League PAFTA (Pan-Arab Free Trade Area), COMESA (Common Market for Eastern and Southern Africa), Egypt-Turkey FTA, and AfCFTA (African Continental Free Trade Area).
For courier and ecommerce imports, Egypt applies relatively low de minimis at EGP 5,000 (~USD 100) below which simplified clearance applies.
Some product categories require additional clearance. The Egyptian Drug Authority (EDA) regulates pharmaceuticals. The General Organization for Export and Import Control (GOEIC) handles conformity inspection of regulated consumer goods. The Ministry of Agriculture and Land Reclamation handles SPS controls. NTRA type-approves radio equipment. CITES permits are issued by the Ministry of Environment.
Egypt applies elevated scrutiny on several categories: - Antiquities and cultural property โ extensive prohibition on export; smuggling of pharaonic and Coptic artifacts attracts long sentences and is among the most-enforced offence categories. - Pork products โ restricted for the Muslim-majority retail market; small Coptic community supply is licensed. - Drones โ restricted; commercial-quantity import requires Ministry of Defence approval. - Drugs and narcotics โ severe penalties. - Religious materials of minority faiths in commercial quantities may attract review.
Currency declarations are required above USD 10,000 equivalent in foreign currency on entry or exit. Egyptian residents face foreign-exchange controls following the substantial 2022-2024 currency reforms.
Egyptian commercial-import clearance is widely regarded as slow and document-intensive. Average customs-clearance times at Alexandria and Port Said run 7-15 days. The AEO (Authorised Economic Operator) programme expedites clearance for low-risk traders.
Postal-import handling is via Egypt Post. Above the de minimis, VAT and duty are collected on delivery.
Prescription-medication carriage follows a personal-use framework: prescribed medication accompanied by the prescription is generally accepted; controlled drugs require advance Egyptian Drug Authority authorisation.
Recent regulatory changes include the continuing implementation of ACID as mandatory pre-shipment filing, the rollout of Nafeza single-window automation, the AfCFTA preferential-rate operationalisation, currency-reform-driven changes to foreign-exchange access for importers, and modernisation of GOEIC conformity inspection.

How many cigarettes can I bring into Egypt?
200 cigarettes per traveller (or proportionally less in cigars / tobacco). Above-limit tobacco must be declared.
Do I need to declare cash entering Egypt?
Yes. Cash and equivalent bearer instruments above USD 10000 (EGP) must be declared on arrival.
What is Egypt's de minimis import threshold?
EGP 1,200 approximately (~USD 40). Egypt's de minimis threshold for postal and courier imports is low. Goods valued below approximately USD $40 may be exempt from customs duties, though VAT (14%) applies to most imports. Egypt has significant import restrictions on certain goods and applies high tariff rates โ some goods face duties of 40โ80%. Currency controls and the complex exchange rate environment affect import valuations. Verify current thresholds with ECA as these can change.
Is VAT or GST charged on imports into Egypt?
VAT 14% standard; 0% on essential foods, medical equipment, education, exports. Applied to imports plus customs duty per Egyptian Tariff. Often paired with development fee + 0.5% emergency tax.
Can I bring prescription medication into Egypt?
Prescription medicines for personal use are generally allowed in reasonable quantities (typically 30-90 days' supply), accompanied by the original prescription and ideally a doctor's letter. Some controlled substances need import authorisation. Verify with Egyptian Customs Authority (ECA) โ part of Egyptian Tax Authority for your specific medicine.
Can I send gifts by post to Egypt?
Gifts are accepted by post but are still subject to Egypt's import rules. Tax-relief gift thresholds (where they exist) are typically much lower than commercial thresholds. Declare honestly on the CN22/CN23 โ undervaluation is treated as fraud.
What documents do I need to import commercially into Egypt?
A customs declaration filed with Egyptian Customs Authority (ECA) โ part of Egyptian Tax Authority, a commercial invoice, packing list, and transport document (AWB or B/L). Add a Certificate of Origin to claim FTA preferential duty. Sector-specific imports (food, plants, animals, medicines, electronics, dangerous goods) need additional permits.
What happens at Egypt's red and green channels?
The green channel is for travellers with nothing to declare. The red channel is for travellers carrying anything above allowances or any restricted goods. Spot checks happen at both. Lying or hiding goods can lead to seizure plus penalties.
What items are prohibited in Egypt?
Narcotics and psychotropic substances (severe penalties including death penalty for trafficking); Pornographic materials; Publications and materials deemed offensive to Islam or against public order. See the full prohibited list on this page.
What items are restricted into Egypt?
Drugs and pharmaceuticals (Ministry of Health import licence and registration required); Firearms and weapons (Interior Ministry permit required โ very restrictive); Alcohol (legal but restricted โ import for personal use limited; commercial import requires licence). Restricted items typically need a permit, certificate, or declaration. See the full restricted list on this page.
How do I declare goods on arrival in Egypt?
Use the red channel at the airport. Most ports of entry into Egypt accept either a paper declaration or, increasingly, an electronic declaration via an app or kiosk. Be ready to show receipts, prescriptions, or permits.
Can I bring food into Egypt?
Most countries restrict animal-origin food (meat, dairy) for biosecurity reasons; sealed commercial packaged food is sometimes permitted. Verify with Egyptian Customs Authority (ECA) โ part of Egyptian Tax Authority's agricultural / biosecurity authority before bringing food.
Can I bring vape devices or e-cigarettes into Egypt?
Vape rules are changing fast worldwide; Egypt may have specific restrictions, age limits, or outright bans. Verify on the current Egyptian Customs Authority (ECA) โ part of Egyptian Tax Authority guidance before travel โ bans have grown markedly since 2023.
Can I bring medicines containing controlled substances into Egypt?
Many countries require advance import authorisation for opioids, stimulants, and certain psychiatric medicines. Carry the original prescription, doctor's letter, and original packaging. For controlled substances, contact Egypt's health authority before travel.
Are duty-free purchases on arrival counted in my allowance?
Yes. Duty-free purchases at the destination airport on arrival count toward your alcohol and tobacco allowance, even though they were purchased after immigration. Buying duty-free at departure rather than arrival does not bypass the allowance.
What happens if a parcel arrives over Egypt's de minimis?
Above the de minimis, customs assesses duty and VAT/GST on the goods value (plus, in some regimes, freight + insurance). The carrier or postal operator usually clears it and bills the recipient. Recipients can refuse delivery if they don't want to pay.
Can I refuse to pay duties and return a parcel?
Yes. If you don't want to pay duties or taxes, you can refuse the parcel and the carrier will return it to sender or destroy it. This does not affect your tax record but means the goods don't enter Egypt.
How long does customs clearance take in Egypt?
Standard clearance for compliant parcels is typically same-day to a few days. Holds for incomplete declarations, biosecurity inspection, sanctions screening, or anti-counterfeit checks can take longer. Provide complete declarations to avoid delays.
Who do I contact if my parcel is held by Egypt customs?
Your carrier (DHL, FedEx, UPS, postal operator) is the first contact โ they handle clearance on your behalf. If you need to deal directly with the authority, contact Egyptian Customs Authority (ECA) โ part of Egyptian Tax Authority via the contact route on their official site.
What are common customs scams to watch for in Egypt?
Watch for: fake "customs fees" demands by SMS or email; impostor officials at airports; unsolicited phone calls about a "stuck parcel"; payment requests by gift card. Real customs authorities do not ask for payment via SMS link or gift cards. See our scams page for documented patterns.
Verify against Egyptian Customs Authority (ECA) โ part of Egyptian Tax Authority before acting on any answer. Customs rules change frequently.
