Consumer drones may be brought into the UAE but must be registered with the General Civil Aviation Authority (GCAA) before operation. The UAE has strict no-fly zones covering all government buildings, airports, populated areas, and tourist sites including near the Burj Khalifa. Operators must obtain a GCAA Remote Pilot Licence (RPL) for drones over 250g. Flying over people, near airports, or in restricted zones is a criminal offence with fines up to AED 20,000. Even tourist hobbyists must register before flying. Carrying a drone in checked luggage through UAE airports is generally permitted but the device must be declared on arrival.

Permitted in transit. GCAA and Dubai Customs allow consumer drones in checked baggage for transit passengers passing through DXB who do not clear UAE immigration. Drone batteries must comply with IATA lithium battery regulations (checked baggage). Registration with GCAA is not required for airside transit.
Leaving United Arab Emirates with consumer drone
Personal consumer drones (DJI Mini/Mavic class) are generally exportable from United Arab Emirates as consumer electronics. Higher-performance drones (extended range, heavy payload, thermal imaging) may fall under dual-use export controls (Wassenaar Arrangement implementations). The sharper constraint is destination-side: many countries require registration or permits for drone import and several prohibit it at various times — verify the arrival rule for the same route before travelling. Batteries follow cabin-carriage lithium rules.
