Hong Kong requires drones over 250g to be registered with the Civil Aviation Department. Small Unmanned Aircraft (SUA) operators need a permit for flights in controlled airspace. No-fly zones include the airport, Victoria Harbour, and all country parks. Enforcement in Hong Kong carries fines from HKD 2,000 to HKD 200,000 under Import and Export Ordinance (Cap. 60); Dutiable Commodities Ordinance (Cap. 109) (typical personal cases are handled as civil infringements).

Personal consumer drones (DJI Mini/Mavic class) are generally exportable from Hong Kong as consumer electronics. The sharper constraint is destination-side: many countries require registration or permits for drone import and several prohibit it at various times — verify the arrival rule for the same route before travelling. Batteries follow cabin-carriage lithium rules.
