No-fly zones include the airport, Victoria Harbour, and all country parks. Enforcement in Hong Kong carries fines from HKD 2,000 to HKD 200,000 under Import and Export Ordinance (Cap. 60); Dutiable Commodities Ordinance (Cap. 109) (typical personal cases are handled as civil infringements).
