Turkey requires all drones to be registered with the SHGM (General Directorate of Civil Aviation). Tourists must apply online. No-fly zones include all military areas, government buildings, the Bosphorus strait, and most historic sites in Istanbul. Drones have been confiscated at airports. Enforcement in Turkey carries fines from TRY 500 to TRY 100,000 under Turkish Customs Law No. 4458 Art. 234 (typical personal cases are handled as civil infringements).

Leaving Turkey with consumer drone
Personal consumer drones (DJI Mini/Mavic class) are generally exportable from Turkey as consumer electronics. Higher-performance drones (extended range, heavy payload, thermal imaging) may fall under dual-use export controls (Wassenaar Arrangement implementations). The sharper constraint is destination-side: many countries require registration or permits for drone import and several prohibit it at various times — verify the arrival rule for the same route before travelling. Batteries follow cabin-carriage lithium rules.
Declare consumer drone at customs on arrival in Turkey and carry any documentation specified in the rule. Verify current requirements with Ministry of Trade — General Directorate of Customs (Gümrük ve Ticaret Bakanlığı) before travel.
