Overview

Singapore's customs administration is Singapore Customs (ๆ–ฐๅŠ ๅกๆตทๅ…ณ), an agency under the Ministry of Finance operating at Changi Airport, Tuas Mega Port (the new container terminal coming online in phases through 2027), the existing PSA terminals at Tanjong Pagar/Pasir Panjang, the Woodlands and Tuas Causeway land crossings to Malaysia, and the Singapore-Malaysia Cruise Centre.

Arriving travellers complete the SG Arrival Card electronically up to 3 days before arrival; this replaced the historical paper-based Disembarkation Card. The customs personal allowance is SGD 100 in dutiable goods for travellers absent less than 48 hours, rising to SGD 500 for absence above 48 hours. Singapore imposes excise duty on alcohol and tobacco at relatively high rates: arriving travellers may bring up to 1 litre of spirits, 1 litre of wine, 1 litre of beer duty-free; tobacco is fully dutiable with no personal allowance โ€” every cigarette must be declared and duty paid, with a separate Singapore-Duty-Paid (SDPC) stamp programme to combat illicit tobacco.

Foreign nationals from over 150 countries enter visa-free for tourism (typically 30-90 days). Visa-required nationalities apply at a Singapore consulate. Singapore's e-Visa programme covers visa-required nationals.

For commercial imports, Singapore Customs operates TradeNet, the long-established electronic single-window declaration system used by every commercial importer (TradeNet was the world's first national single-window customs system, operational since 1989). Importers and freight forwarders file the Customs Permit Declaration through TradeNet, integrated with HSA (drugs), AVA/NParks (food, plants, animals), MOM (worker permits for specific shipments), and other ministry filings.

Singapore's import-duty structure is straightforward: GST at 9% (raised from 8% on 1 January 2024) applies at the customs entry, plus excise duty on selected items (alcohol, tobacco, motor vehicles, petroleum products). The vast majority of imported goods clear at 0% customs duty โ€” Singapore is effectively a free port for non-excisable commercial imports. GST applies to all goods above the de minimis import threshold; for ecommerce shipments below SGD 400 CIF, overseas vendor-collected GST applies under the Overseas Vendor Registration (OVR) scheme.

Tariff policy: Singapore is a party to one of the world's most extensive FTA networks: ASEAN AFTA, RCEP, CPTPP, US-Singapore FTA, EU-Singapore FTA, UK-Singapore FTA, Australia-Singapore FTA, China-Singapore FTA, India CECA, Japan-Singapore EPA, Korea-Singapore FTA, Peru-Singapore FTA, Chile-Singapore FTA, and many others. Singapore's strategic role as a regional hub means that goods often clear in Singapore for distribution onward into ASEAN partner countries under preferential rates.

Some product categories require additional clearance. The Health Sciences Authority (HSA) regulates pharmaceuticals, cosmetics, and medical devices. The Singapore Food Agency (SFA) handles food imports. ICA (Immigration and Checkpoints Authority) oversees controlled goods (firearms, controlled drugs, prohibited materials). NParks handles SPS controls and CITES permits.

Singapore applies notably strict enforcement on several categories: - Chewing gum is prohibited from sale but may be brought in for personal use in limited quantities (medical/nicotine gum allowed). - Controlled drugs carry severe penalties โ€” Singapore retains the death penalty for trafficking quantities above schedule thresholds (15g heroin, 30g cocaine, 250g cannabis, 500g cannabis resin); arriving travellers carrying any controlled drug in any quantity face mandatory prosecution. - E-cigarettes and vape devices are illegal to import or possess; possession carries fines up to SGD 2,000. - Counterfeit goods are vigorously seized. - CITES products including ivory, rhino horn, pangolin scales are vigorously prosecuted.

Currency declarations are mandatory above SGD 20,000 equivalent on entry or exit.

Singapore's postal-import handling is through SingPost at the Singapore Post Centre. Inbound parcels above the de minimis attract GST collected at delivery; SingPost SAM Network self-service kiosks support pre-collection payment.

Prescription-medication carriage is generally permissive for personal use; controlled-drug-containing medications require an HSA Personal Import Permit. Some products legal as prescription drugs elsewhere (Adderall, Ritalin, certain opioid analgesics) are Schedule I controlled drugs in Singapore and may be seized.

Recent regulatory changes include the GST rate increase to 9%, the OVR expansion to remote services, the continuing rollout of Tuas Mega Port consolidating container operations, and ongoing automation of customs filings through TradeNet upgrades.

Frequently asked questions

How much alcohol can I bring into Singapore duty-free?

Travellers arriving in Singapore may bring 3 L of alcohol duty-free. Anything above the allowance must be declared at the red channel. Alcohol: 1L spirits AND 1L wine AND 1L beer (total 3L) for travelers who have spent 48+ hours outside Singapore and are not arriving from Malaysia. Travelers from Malaysia or spending less than 48 hours abroad get no alcohol allowance. No tobacco duty-free concession since January 2023 โ€” all tobacco is dutiable. General goods relief: SGD $500 (approx. $370 USD) for 48+ hours, SGD $100 for under 48 hours.

How many cigarettes can I bring into Singapore?

0 cigarettes per traveller (or proportionally less in cigars / tobacco). Above-limit tobacco must be declared.

Do I need to declare cash entering Singapore?

Yes. Cash and equivalent bearer instruments above USD 20000 (SGD) must be declared on arrival.

What is Singapore's de minimis import threshold?

SGD $400 (~USD 370). GST relief for imports was lowered. As of 1 Jan 2023, GST applies to all low-value goods (previously SGD $400 was the GST relief threshold). Overseas vendors with over SGD $1 million in global turnover and significant Singapore revenue must register for Singapore GST. Customs duty de minimis for non-controlled goods remains.

Is VAT or GST charged on imports into Singapore?

Goods and Services Tax (GST) 9% (raised from 8% on 1 January 2024). Applies to imports at customs above the de minimis import threshold of SGD 400 CIF for low-value goods; overseas vendor-collected GST applies below SGD 400.

Can I bring prescription medication into Singapore?

Prescription medicines for personal use are generally allowed in reasonable quantities (typically 30-90 days' supply), accompanied by the original prescription and ideally a doctor's letter. Some controlled substances need import authorisation. Verify with Singapore Customs for your specific medicine.

Can I send gifts by post to Singapore?

Gifts are accepted by post but are still subject to Singapore's import rules. Tax-relief gift thresholds (where they exist) are typically much lower than commercial thresholds. Declare honestly on the CN22/CN23 โ€” undervaluation is treated as fraud.

What documents do I need to import commercially into Singapore?

A customs declaration filed with Singapore Customs, a commercial invoice, packing list, and transport document (AWB or B/L). Add a Certificate of Origin to claim FTA preferential duty. Sector-specific imports (food, plants, animals, medicines, electronics, dangerous goods) need additional permits.

What happens at Singapore's red and green channels?

The green channel is for travellers with nothing to declare. The red channel is for travellers carrying anything above allowances or any restricted goods. Spot checks happen at both. Lying or hiding goods can lead to seizure plus penalties.

What items are prohibited in Singapore?

Chewing gum (non-therapeutic) โ€” import for personal consumption banned; Controlled drugs and psychotropic substances; Obscene publications and pornographic materials. See the full prohibited list on this page.

What items are restricted into Singapore?

Firearms and weapons (requires Firearms Act licence); Controlled drugs (prescription required; Misuse of Drugs Act); Tobacco products (all dutiable; no concession). Restricted items typically need a permit, certificate, or declaration. See the full restricted list on this page.

How do I declare goods on arrival in Singapore?

Use the red channel at the airport. Most ports of entry into Singapore accept either a paper declaration or, increasingly, an electronic declaration via an app or kiosk. Be ready to show receipts, prescriptions, or permits.

Can I bring food into Singapore?

Most countries restrict animal-origin food (meat, dairy) for biosecurity reasons; sealed commercial packaged food is sometimes permitted. Verify with Singapore Customs's agricultural / biosecurity authority before bringing food.

Can I bring vape devices or e-cigarettes into Singapore?

Vape rules are changing fast worldwide; Singapore may have specific restrictions, age limits, or outright bans. Verify on the current Singapore Customs guidance before travel โ€” bans have grown markedly since 2023.

Can I bring medicines containing controlled substances into Singapore?

Many countries require advance import authorisation for opioids, stimulants, and certain psychiatric medicines. Carry the original prescription, doctor's letter, and original packaging. For controlled substances, contact Singapore's health authority before travel.

Are duty-free purchases on arrival counted in my allowance?

Yes. Duty-free purchases at the destination airport on arrival count toward your alcohol and tobacco allowance, even though they were purchased after immigration. Buying duty-free at departure rather than arrival does not bypass the allowance.

What happens if a parcel arrives over Singapore's de minimis?

Above the de minimis, customs assesses duty and VAT/GST on the goods value (plus, in some regimes, freight + insurance). The carrier or postal operator usually clears it and bills the recipient. Recipients can refuse delivery if they don't want to pay.

Can I refuse to pay duties and return a parcel?

Yes. If you don't want to pay duties or taxes, you can refuse the parcel and the carrier will return it to sender or destroy it. This does not affect your tax record but means the goods don't enter Singapore.

How long does customs clearance take in Singapore?

Standard clearance for compliant parcels is typically same-day to a few days. Holds for incomplete declarations, biosecurity inspection, sanctions screening, or anti-counterfeit checks can take longer. Provide complete declarations to avoid delays.

Who do I contact if my parcel is held by Singapore customs?

Your carrier (DHL, FedEx, UPS, postal operator) is the first contact โ€” they handle clearance on your behalf. If you need to deal directly with the authority, contact Singapore Customs via the contact route on their official site.

What are common customs scams to watch for in Singapore?

Watch for: fake "customs fees" demands by SMS or email; impostor officials at airports; unsolicited phone calls about a "stuck parcel"; payment requests by gift card. Real customs authorities do not ask for payment via SMS link or gift cards. See our scams page for documented patterns.

Verify against Singapore Customs before acting on any answer. Customs rules change frequently.
