Singapore's Misuse of Drugs Act classifies cannabidiol (CBD) as a controlled substance regardless of THC content or origin. Importing CBD oil — even for personal medicinal use — is a criminal offence. Penalties for importation can include up to 10 years imprisonment and caning. Singapore operates a mandatory death penalty for trafficking above certain thresholds. Even small quantities for personal use result in serious criminal charges. There are no medical exemptions for CBD products for travellers.

At the airport

  1. STEP 1CBD oil is a controlled drug under Singapore's Misuse of Drugs Act. Proceed to the Red Channel at Changi Airport and declare it immediately.

TRANSIT EXCEPTION

Not permitted even in transit. The Misuse of Drugs Act (Cap. 185) treats CBD as a controlled substance for all persons in Singapore including transit passengers. Singapore does not extend a transit exception for controlled drugs. Possession of CBD at Changi Airport — even by a transiting passenger — can result in prosecution.
