Taiwan's amended Tobacco Hazards Prevention Act (effective 22 March 2023) prohibits the manufacture, import, sale, supply, advertising, and use of all e-cigarettes and heated-tobacco products that have not undergone Taiwan FDA review. As no devices are currently approved, all vape devices and pods carried by travelers are seized at arrival. Personal-import fines range from TWD 50,000 to 250,000 per offence.

Leaving Taiwan with vape / e-cigarette

PROHIBITEDE-cigarettes are banned in Taiwan, so there is no lawful personal export — devices found at departure are subject to confiscation.

Taiwan banned e-cigarettes entirely under the 2023 amendment to the Tobacco Hazards Prevention Act — manufacture, import, sale, and use are all prohibited, with fines for use. Because possession itself is unlawful, there is no personal-export pathway: travellers carrying vape devices through the airport risk confiscation and fines at security or customs screening, on departure as well as arrival. Travellers connecting through Taiwan should keep devices in checked or transit baggage and verify airline policy on lithium batteries (IATA DGR requires cabin carriage where devices are permitted at all).

Travelers entering Taiwan may import duty-free: 1L of alcohol per person (20+), 200 cigarettes or 25 cigars or 1 pound (454g) of cut tobacco per person (20+). Unaccompanied personal effects and gifts valued up to NTD 20,000 (approximately USD $650) are duty-free. Personal goods carried in baggage with total value up to USD $2,000 may qualify for simplified duty-free entry for returning residents. Goods above these limits are subject to customs duties and business tax (VAT).
