Malaysia has not banned vaping but the regulatory framework is evolving. Vape devices are legal. Nicotine-containing e-liquids exist in a regulatory gray area — they are widely available but not officially approved by the Ministry of Health. Travelers can bring personal vaping devices.

Personal-use vape devices are generally free to export from Malaysia. However, many destinations (Thailand, Singapore, Cambodia, Laos, Taiwan, Vietnam, India in commercial quantities) prohibit or heavily restrict vape import — verify destination-side rules. Lithium-battery-powered devices should be carried in cabin baggage per IATA DGR.

SURRENDER AT CUSTOMS

Available. Malaysia Customs (Kastam) accept voluntary surrender at port of entry. Submit written abandonment request. Receipt issued. Nicotine vaping products ≥20 mg/mL are restricted — surrender is standard officer practice.
