Malaysia has not banned vaping but the regulatory framework is evolving. Vape devices are legal. Nicotine-containing e-liquids exist in a regulatory gray area — they are widely available but not officially approved by the Ministry of Health. Travelers can bring personal vaping devices.

Leaving Malaysia with vape / e-cigarette
Personal-use vape devices are generally free to export from Malaysia. However, many destinations (Thailand, Singapore, Cambodia, Laos, Taiwan, Vietnam, India in commercial quantities) prohibit or heavily restrict vape import — verify destination-side rules. Lithium-battery-powered devices should be carried in cabin baggage per IATA DGR.
Available. Malaysia Customs (Kastam) accept voluntary surrender at port of entry. Submit written abandonment request. Receipt issued. Nicotine vaping products ≥20 mg/mL are restricted — surrender is standard officer practice.
Duty-free allowance: 1L alcohol, 200 cigarettes or 225g tobacco per adult. Personal goods valued up to MYR 1,000 (approx. USD $225) are duty-free. Alcohol allowance applies only to non-Muslim travelers. Goods from Labuan, Langkawi, and Tioman duty-free islands may have different rules.
Vaping is common in Malaysia. Bring personal devices and liquid without issue, but regulations are changing — check current status before travel.
