France permits vaping and e-cigarettes under EU Tobacco Products Directive rules. Nicotine concentration limited to 20mg/ml. No restrictions on bringing personal vaping devices. Vaping in enclosed public spaces is restricted in some areas but possession is legal.

Leaving France with vape / e-cigarette
Vape devices, personal e-cigarette hardware, and nicotine-containing e-liquids are generally free to export from France at personal-use quantities. However, many destinations (Thailand, Singapore, Cambodia, Laos, India in commercial quantities, and others) prohibit or heavily restrict vape import — always verify the destination-side rules before travel. Lithium-battery-powered devices should be carried in cabin baggage per IATA DGR (never in checked baggage).
Same EU rules as Germany. For travelers from outside the EU: 4L still wine + 16L beer + 1L spirits; 200 cigarettes or 100 cigarillos or 50 cigars or 250g tobacco (age 17+). Goods: €430 duty-free for air/sea travelers, €300 for others. France also has specific rules on cheese (many raw milk cheeses require health certificates when importing from non-EU).
No special procedure is required for personal quantities of vape / e-cigarette arriving in France. Quantities above duty-free allowances must still be declared. Verify current limits with Direction générale des douanes et droits indirects (DGDDI — French Customs).
