Testosterone and other anabolic steroids are controlled substances in most jurisdictions (US Schedule III; UK Class C; equivalents elsewhere) under the Penal Code Art. 249-252; Law on Customs 54/2014 framework. Personal-use quantities for legitimate hormone therapy, accompanied by the prescription and doctor's letter, are generally permitted for export from Vietnam. Injectable formulations should stay in pharmacy packaging with needles documented. Quantities beyond personal-use supply are treated as trafficking; a Drug Administration of Vietnam (MoH) authorisation is required for above-personal quantities.
