Full details
Satellite phones are prohibited or tightly controlled in a number of countries due to concerns about unmonitored communications and national security. Russia, China, India, and several African and Middle Eastern nations restrict or ban private satell. Enforcement in New Zealand carries fines from NZD 400 to NZD 5,000 under Biosecurity Act 1993 s.157, s.155; Customs and Excise Act 2018 (typical personal cases are handled as civil infringements).

Leaving New Zealand with satellite phone
Personal satellite phones (Iridium, Inmarsat, Globalstar handsets) fall under dual-use export controls in most jurisdictions administered by the origin-country export-control authority (US EAR, EU Dual-Use Regulation, UK ECJU). Personal-use export is typically permitted under general licence for most destinations, but sanctions-listed destinations (Iran, Syria, North Korea, and periodically others) face licence-required treatment. Destination-country satellite-phone rules are separately restrictive: India, China, Cuba, Sudan, Chad, Vietnam, Nigeria, Sri Lanka and others restrict or prohibit satellite-phone import — always verify destination-side rules before travel.
Carry documentation. Declare proactively at customs. If unsure, declare on arrival — declared goods at worst attract duty or surrender, while undeclared goods found in screening are seized and fined.
This page covers destination customs rules in New Zealand. Whether you can carry satellite phone through security, in carry-on, or in checked baggage depends on airline and screening rules — see air travel rules.
