China prohibits civilian satellite phone use without a license from the Ministry of Industry and Information Technology (MIIT). All satellite communications are controlled by the state. Iridium, Thuraya, and Inmarsat devices will be confiscated at customs. Penalties include detention and fines.

Personal satellite phones fall under dual-use export controls in most jurisdictions. Personal-use export is typically permitted under general licence for most destinations, but sanctions-listed destinations (Iran, Syria, North Korea) face licence-required treatment. Destination-country satellite-phone rules are separately restrictive (India, China, Cuba, Sudan, Chad, Vietnam, Nigeria, Sri Lanka).
Do not bring any satellite phone to China. Even transit with a satellite phone can trigger confiscation.
