Taiwan prohibits civilians from importing or possessing pepper spray (oleoresin capsicum devices) under the Social Order Maintenance Act (社會秩序維護法) and related public-safety regulations enforced by the National Police Agency under the Ministry of the Interior. The National Customs Administration seizes pepper spray at ports of entry. Possession is treated as carrying a prohibited defensive weapon, which may result in detention or fines. This restriction applies regardless of the traveller's home-country rights.

Leaving Taiwan with pepper spray

RESTRICTEDPepper spray may be carried out of Taiwan where domestically lawful, but it is forbidden on aircraft cabins and prohibited at many destinations.

Where civilian possession is lawful in Taiwan, taking a personal defensive spray out of the country is not separately export-controlled, but two constraints bite: aviation rules forbid incapacitant sprays in cabin baggage universally and most airlines refuse them in checked baggage too (a single ≤100 ml self-defence spray in checked baggage is airline-discretionary under IATA provisions); and many destinations — including the UK, Canada, Australia, New Zealand, Singapore and much of Europe — treat pepper spray as a prohibited weapon at import, with arrest a realistic outcome. Verify both the airline's policy and the destination's weapons law before carrying.
