Japan's Firearm and Sword Possession Control Law and Minor Offenses Act prohibit pepper spray (OC), tear gas, and similar incapacitating sprays for civilian carry. Tourists carrying pepper spray are detained at Narita / Haneda / Kansai customs; the device is seized and the traveler typically receives a written warning on first offence (foreign tourist) or fine up to JPY 10,000 under the Minor Offenses Act. Re-export at the airport is rarely offered.

Leaving Japan with pepper spray
Where civilian possession is lawful in Japan, taking a personal defensive spray out of the country is not separately export-controlled, but two constraints bite: aviation rules forbid incapacitant sprays in cabin baggage universally and most airlines refuse them in checked baggage too (a single ≤100 ml self-defence spray in checked baggage is airline-discretionary under IATA provisions); and many destinations — including the UK, Canada, Australia, New Zealand, Singapore and much of Europe — treat pepper spray as a prohibited weapon at import, with arrest a realistic outcome. Verify both the airline's policy and the destination's weapons law before carrying.
Do not carry pepper spray, OC spray, or tear-gas devices into Japan. Japan Customs treats incapacitating sprays as prohibited weapons under the firearms / dangerous-articles regime; seizure plus a fine is the standard response.
