France classifies pepper spray (concentration above 2%) as a Category D2 weapon. Purchase and possession are legal for self-defense but the spray must be declared. Travelers can bring personal pepper spray but should declare it. Lower-concentration sprays are less restricted. Enforcement in France carries fines from EUR 250 to EUR 5,000 under Code des douanes Art. 411, Art. 412 (typical personal cases are handled as civil infringements).

Leaving France with pepper spray

RESTRICTEDPepper spray may be carried out of France where domestically lawful, but it is forbidden on aircraft cabins and prohibited at many destinations.

Where civilian possession is lawful in France, taking a personal defensive spray out of the country is not separately export-controlled, but two constraints bite: aviation rules forbid incapacitant sprays in cabin baggage universally and most airlines refuse them in checked baggage too (a single ≤100 ml self-defence spray in checked baggage is airline-discretionary under IATA provisions); and many destinations — including the UK, Canada, Australia, New Zealand, Singapore and much of Europe — treat pepper spray as a prohibited weapon at import, with arrest a realistic outcome. Verify both the airline's policy and the destination's weapons law before carrying.
