Vietnam's National Assembly Resolution 173/2024/QH15 (effective 1 January 2025) prohibits the import, sale, distribution, advertisement, manufacture, and use of e-cigarettes and heated tobacco products nationwide. Vietnam Customs at Noi Bai / Tan Son Nhat / Da Nang screen arriving travelers' baggage; devices and pods are seized and destroyed. Penalty under Decree 87/2025: VND 3,000,000-10,000,000 administrative fine for personal carriage.

Leaving Vietnam with vape / e-cigarette
Vietnam banned e-cigarettes and heated tobacco products from 2025 under National Assembly Resolution 173/2024/QH15 — production, trading, import, and use are prohibited. Because possession itself is unlawful, there is no personal-export pathway: travellers carrying vape devices through the airport risk confiscation and fines at security or customs screening, on departure as well as arrival. Travellers connecting through Vietnam should keep devices in checked or transit baggage and verify airline policy on lithium batteries (IATA DGR requires cabin carriage where devices are permitted at all).
Duty-free per person: spirits up to 1.5L (or beer up to 3L), 200 cigarettes or 250g pipe tobacco or 20 cigars; personal goods valued up to VND 10 million (approx. USD $400–$430). For Vietnamese nationals returning after 6+ months abroad, the allowance for goods is higher at VND 20 million.
Carry the device in carry-on (never checked baggage — lithium battery rule). Quantities above the personal-use threshold for Vietnam must be declared to Vietnam Customs with proof of purchase; e-liquid containers obey the standard 100 ml carry-on liquid rule.
