UAE General Civil Aviation Authority (GCAA) follows ICAO Doc 9284: lithium-ion power banks under 100 Wh are permitted in carry-on (max 2 spare cells per passenger), 100-160 Wh require airline approval, above 160 Wh forbidden. Power banks must NEVER go in checked baggage — Dubai and Abu Dhabi airport security screen for them. Personal import is unrestricted; commercial-quantity imports require GCAA dangerous-goods approval.

Power banks face no customs export control from United Arab Emirates. Aviation dangerous-goods rules are the real constraint: spare lithium batteries including power banks are forbidden in checked baggage worldwide and must be carried in the cabin. Units up to 100 Wh (roughly 27,000 mAh) travel freely; 100-160 Wh units need airline approval and are usually limited to two; above 160 Wh is forbidden on passenger aircraft. Terminals should be protected against short circuit.
