Capacity limits per ICAO standards: under 100 Wh unlimited (within 2-spare rule), 100-160 Wh require airline approval, above 160 Wh forbidden on passenger aircraft. Narita / Haneda / Kansai security actively screen for power banks in checked bags; offending bags are pulled and the battery removed before loading.

Power banks face no customs export control from Japan. Aviation dangerous-goods rules are the real constraint: spare lithium batteries including power banks are forbidden in checked baggage worldwide and must be carried in the cabin. Units up to 100 Wh (roughly 27,000 mAh) travel freely; 100-160 Wh units need airline approval and are usually limited to two; above 160 Wh is forbidden on passenger aircraft. Terminals should be protected against short circuit.
