Pepper spray is prohibited or heavily restricted in many countries. Canada prohibits it if marketed as a weapon; it is only legal if sold as bear deterrent spray. The UK, Germany, Japan, and much of Asia treat it as a prohibited weapon. Australia and. Enforcement in Thailand carries fines from THB 50,000 to THB 500,000 and imprisonment up to 10 years in aggravated cases under Customs Act B.E. 2560 s.242-244; Narcotics Act.

Leaving Thailand with pepper spray
Where civilian possession is lawful in Thailand, taking a personal defensive spray out of the country is not separately export-controlled, but two constraints bite: aviation rules forbid incapacitant sprays in cabin baggage universally and most airlines refuse them in checked baggage too (a single ≤100 ml self-defence spray in checked baggage is airline-discretionary under IATA provisions); and many destinations — including the UK, Canada, Australia, New Zealand, Singapore and much of Europe — treat pepper spray as a prohibited weapon at import, with arrest a realistic outcome. Verify both the airline's policy and the destination's weapons law before carrying.
Do not carry pepper spray, OC spray, or tear-gas devices into Thailand. Thai Customs treats incapacitating sprays as prohibited weapons under the firearms / dangerous-articles regime; seizure plus a fine is the standard response.
