Leaving Philippines with pepper spray

RESTRICTEDPepper spray may be carried out of Philippines where domestically lawful, but it is forbidden on aircraft cabins and prohibited at many destinations.

Where civilian possession is lawful in Philippines, taking a personal defensive spray out of the country is not separately export-controlled, but two constraints bite: aviation rules forbid incapacitant sprays in cabin baggage universally and most airlines refuse them in checked baggage too (a single ≤100 ml self-defence spray in checked baggage is airline-discretionary under IATA provisions); and many destinations — including the UK, Canada, Australia, New Zealand, Singapore and much of Europe — treat pepper spray as a prohibited weapon at import, with arrest a realistic outcome. Verify both the airline's policy and the destination's weapons law before carrying.

PRACTICAL ADVICE

Do not carry pepper spray, OC spray, or tear-gas devices into Philippines. Bureau of Customs treats incapacitating sprays as prohibited weapons under the firearms / dangerous-articles regime; seizure plus a fine is the standard response.
