Military-grade Generation 3 night vision devices are export-controlled under US ITAR Category XII and require a State Department license for export. Unauthorized export is a federal crime. Most countries restrict civilian import and possession of night vision devices regardless of generation. Russia. Enforcement in Thailand carries fines from THB 50,000 to THB 500,000 and imprisonment up to 10 years in aggravated cases under Customs Act B.E. 2560 s.242-244; Narcotics Act.

Leaving Thailand with night vision devices
Image-intensifier and thermal night-vision devices appear on dual-use export-control lists (Wassenaar Arrangement Category 6 implementations) in every covered jurisdiction, and US-origin Generation 2+ and higher devices are additionally ITAR/EAR-controlled regardless of where they are carried. Consumer digital night-vision (camera-based, low specification) generally moves freely for personal use; intensifier-tube devices and thermal units require an export licence from Thailand even when personally owned. Unlicensed export is a criminal offence.
Do not bring night vision devices to this country. If unsure, declare on arrival — declared goods at worst attract duty or surrender, while undeclared goods found in screening are seized and fined.
