Indonesia admits travellers' personal handsets (up to two devices under the passenger allowance) but requires IMEI registration with customs (Bea Cukai) on arrival for any phone that will use Indonesian SIM cards beyond the short roaming grace period — unregistered IMEIs are blocked from local networks. Registration is done at the airport customs desk or via the Bea Cukai app, with tax collected on the device value above the passenger allowance. Phones on international roaming are unaffected. In the reverse direction (taking mobile phones out of Indonesia): restricted — Commercial-quantity mobile phones exported from Indonesia requires a commercial export declaration; samples at personal quantities move informally.
Leaving Indonesia with mobile phones (commercial)
Mobile phones in commercial quantities must be exported from Indonesia under a commercial export declaration with a commercial invoice and, where applicable, a packing list and certificate of origin for preferential tariff treatment at destination. Destination markets typically require type approval / IMEI registration for commercial handset imports, and several countries tax or register devices above one or two per traveller — carrying multiple new-in-box phones as baggage is treated as undeclared commercial import at arrival. Carrying commercial quantities as passenger baggage without export documentation risks seizure and misdeclaration penalties on the origin side and duty assessment at destination.
Register at the airport on arrival if you will use an Indonesian SIM — retrofitting registration later is harder. Short-stay visitors staying on roaming can skip it.
