Within the EU, meat products move freely. From non-EU countries, POAO regulations restrict meat imports. Commercially processed meat from approved countries may be permitted in small quantities. Fresh meat from non-EU countries is generally prohibited. Enforcement in Germany carries fines from EUR 250 to EUR 5,000 under Abgabenordnung § 378; Zollverwaltungsgesetz (typical personal cases are handled as civil infringements).

Leaving Germany with meat products
Personal-use quantities of processed, cooked, or shelf-stable meat products (jerky, cured meats, canned meats) may generally be exported from Germany for personal consumption; destination-country biosecurity restrictions on arrival are typically the binding constraint. Raw meat, poultry, and offal require a veterinary-issued Export Health Certificate for commercial or above-personal-use export. Many destinations (Australia, New Zealand, Japan, US, EU) restrict or prohibit personal-import of raw and cooked meat regardless of origin-side export permissions.
Within EU: no restrictions. From non-EU: only commercially processed from approved countries. If unsure, declare on arrival — declared goods at worst attract duty or surrender, while undeclared goods found in screening are seized and fined.
