E-liquid is subject to the same country-level restrictions as vaping devices. Countries that ban vaping products (Thailand, Singapore, India, Australia for non-prescription nicotine, etc.) also prohibit e-liquids. The EU limits nicotine concentration. Enforcement in India carries fines from INR 5,000 to INR 500,000 under Customs Act 1962 s.111, s.112, s.114 (typical personal cases are handled as civil infringements).

India's Prohibition of Electronic Cigarettes Act 2019 (PECA) explicitly prohibits the production, import, EXPORT, transport, sale, and advertisement of e-cigarettes and e-liquid. Because the products are unlawful to possess for trade, and export is a specifically enumerated offence, there is no personal-export pathway; e-liquid found at departure screening is confiscated and fines or prosecution can follow. Travellers connecting through India should not carry vaping liquids.
