Hong Kong added CBD to its Schedule 1 dangerous drugs list in February 2023. Possession, import, and use of CBD products are now criminal offences punishable by up to 7 years imprisonment and HKD 1 million fine. This was a major policy change — CBD was previously unregulated.

Not permitted even in transit. CBD is classified as a dangerous drug under Hong Kong's Dangerous Drugs Ordinance Cap. 134, regardless of THC content. Hong Kong Customs enforces drug laws on all persons at the airport. Transit passengers are not exempt. Do not carry CBD through Hong Kong.
Leaving Hong Kong with cbd oil
Hong Kong treats cannabidiol (CBD) and other cannabis derivatives as controlled substances under Dangerous Drugs Ordinance (Cap. 134), with no general personal-possession exemption for hemp-derived or low-THC products. Because lawful possession is not available to travellers, there is no personal-export pathway — CBD products found at departure screening are subject to seizure and the traveller to prosecution under the same narcotics framework that applies on entry. Travellers should not transit Hong Kong carrying CBD products of any THC content.
Do not bring any CBD product to Hong Kong. The ban took effect February 2023 and penalties are severe.
