Japan's Cannabis Control Act prohibits the cultivation, possession, import, and export of cannabis plants, seeds, and any part of the cannabis plant. Travelers carrying cannabis seeds — including non-germinable hemp seeds marketed for cooking — face criminal prosecution at Narita / Haneda / Kansai customs. Maximum penalty: 7 years imprisonment for personal-quantity import (up from 5 years per the 2024 amendment). Conviction triggers automatic deportation and 10-year re-entry ban for foreign nationals.

Leaving Japan with cannabis seeds
Cannabis seeds fall into an ambiguous cross-border category — many jurisdictions treat viable cannabis seeds as controlled cannabis material under the Narcotics Control Law; Yakkan Shoumei personal-export authorisation framework. Even where domestic hemp cultivation is legal, cross-border seed export typically requires an origin-country export permit and — in the destination — a corresponding import permit. CBD-strain seeds may face slightly lighter treatment in some destinations but the specific rule varies. Sterilised (non-viable) seed products (for bird food) may face lighter treatment. Verify both origin and destination rules independently.
