Used car imports are subject to complex multi-layered regulations including age restrictions, emissions compliance (Euro 6 in the EU, EPA Tier 3 in the US), safety standards, odometer certification (to prevent fraud), and right vs. left-hand drive compatibility. Australia restricts personal vehicle. Enforcement in Germany carries fines from EUR 250 to EUR 5,000 under Abgabenordnung § 378; Zollverwaltungsgesetz (typical personal cases are handled as civil infringements).

Leaving Germany with used cars
Permanently exporting a vehicle from Germany requires notifying the vehicle registry (deregistration or export marking), clearing any finance liens, and filing an export declaration — several countries issue a specific export certificate (Japan's export deregistration certificate is the model). Destination-side rules are the harder constraint: age limits, emissions standards, left/right-hand-drive rules, and steep import duties apply in most markets, and some ban used-vehicle imports outright. Temporary export for touring uses a carnet de passages instead.
