Used car imports are subject to complex multi-layered regulations including age restrictions, emissions compliance (Euro 6 in the EU, EPA Tier 3 in the US), safety standards, odometer certification (to prevent fraud), and right vs. left-hand drive compatibility. Australia restricts personal vehicle. Enforcement in Canada carries fines from CAD 500 to CAD 5,000 under Customs Act R.S.C. 1985 c.1 s.12, s.153 (typical personal cases are handled as civil infringements).

Leaving Canada with used cars
Permanently exporting a vehicle from Canada requires notifying the vehicle registry (deregistration or export marking), clearing any finance liens, and filing an export declaration — several countries issue a specific export certificate (Japan's export deregistration certificate is the model). Destination-side rules are the harder constraint: age limits, emissions standards, left/right-hand-drive rules, and steep import duties apply in most markets, and some ban used-vehicle imports outright. Temporary export for touring uses a carnet de passages instead.
