Standard EU duty-free allowances apply on entry to Spain from non-EU origins: 200 cigarettes, 100 cigarillos, 50 cigars, or 250 g of smoking tobacco. From other EU member states, the indicative limit for personal use is 800 cigarettes (Council Directive 2008/118/EC). Spanish customs at airports and land borders enforces these limits; quantities above the indicative threshold may be assessed for excise even when claimed for personal use.

Leaving Spain with tobacco cigarettes
Cigarettes and tobacco for personal consumption are freely exportable from Spain — excise is origin-paid at retail and no export formality applies to personal quantities. The binding constraint is the destination's duty-free allowance, typically 200 cigarettes (one carton) or 250 g of tobacco, above which arrival duty and in some countries steep penalties apply. Carrying obviously above-allowance quantities can also draw origin-side questioning about undeclared commercial export.
Same EU allowances apply. For non-EU arrivals: 4L still wine + 16L beer + 1L spirits OR 2L fortified wine; 200 cigarettes or 100 cigarillos or 50 cigars or 250g tobacco (17+). General goods: €430 for air/sea travelers, €300 for others. Note: Canary Islands, Ceuta, and Melilla have different rules as they are outside the EU customs territory.
The 800 cigarette intra-EU allowance is a guideline — customs may challenge if quantities suggest commercial intent.
