Satellite phones are prohibited or tightly controlled in a number of countries due to concerns about unmonitored communications and national security. Russia, China, India, and several African and Middle Eastern nations restrict or ban private satell. Enforcement in Indonesia carries fines from IDR 1,000,000 to IDR 100,000,000 under Law No. 17/2006 on Customs Art. 82 (typical personal cases are handled as civil infringements).
