Pocket knives are prohibited in carry-on baggage on commercial flights worldwide. In checked baggage, most airlines permit them, and in most countries personal pocket knives are legal to own. However, the UK bans carrying any knife with a blade over. Enforcement in Vietnam carries fines from VND 10,000,000 to VND 2,000,000,000 under Penal Code Art. 250-251 (narcotics smuggling); Law on Customs Art. 8. In the reverse direction (taking pocket knife out of Vietnam): allowed — Pocket knives may be exported from Vietnam in checked baggage; carry laws at the destination govern what you may do with them on arrival.
