Military-grade Generation 3 night vision devices are export-controlled under US ITAR Category XII and require a State Department license for export. Unauthorized export is a federal crime. Most countries restrict civilian import and possession of night vision devices regardless of generation. Russia. Enforcement in Singapore carries fines from SGD 10,000 to SGD 500,000 and imprisonment up to 20 years in aggravated cases under Customs Act 1960 s.130; Misuse of Drugs Act 1973.
