Military-grade Generation 3 night vision devices are export-controlled under US ITAR Category XII and require a State Department license for export. Unauthorized export is a federal crime. Most countries restrict civilian import and possession of night vision devices regardless of generation. Russia. Enforcement in Japan carries fines from JPY 5,000,000 to JPY 30,000,000 and imprisonment up to 10 years in aggravated cases under Customs Law Art. 109; Narcotics Control Law; Cannabis Control Law.
