Japan allows one month supply of insulin without a Yakkan Shoumei (import certificate). For longer stays, apply for the certificate from the Ministry of Health, Labour and Welfare. Insulin syringes are considered medical devices and are included in the one-month allowance. Enforcement in Japan carries fines from JPY 100,000 to JPY 5,000,000 under Customs Law (Kanzeihō) Art. 110, Art. 111 (typical personal cases are handled as civil infringements).

Leaving Japan with insulin

ALLOWEDInsulin may be exported from Japan freely for personal use with prescription documentation; the practical constraints are cold-chain and needles.

Insulin is not a controlled substance and personal-use quantities may be taken out of Japan without export formality. Carry the prescription or pharmacy label and a doctor's letter covering needles and injection devices — the letter is what security screening and destination customs ask for. Keep insulin in cabin baggage (hold temperatures can freeze it) with a cool pack; aviation liquid limits exempt medically necessary liquids. Quantities beyond a personal trip supply may draw questioning about resale.
