Canada Food Inspection Agency (CFIA) controls fresh fruit imports. Most commercially available fruits are permitted but specific fruits from specific countries may be restricted due to pest concerns. All fresh fruit should be declared on the E311 customs card. Some tropical fruits face restrictions. Enforcement in Canada carries fines from CAD 500 to CAD 5,000 under Customs Act R.S.C. 1985 c.1 s.12, s.153 (typical personal cases are handled as civil infringements).

Personal-use quantities of fresh fruit may generally be exported from Canada for personal consumption; destination-country biosecurity restrictions on arrival are typically the binding constraint. Commercial or above-personal-use fresh-fruit export requires a Phytosanitary Certificate issued by the national plant protection organisation under the IPPC framework. Many destinations (Australia, New Zealand, US, Japan, EU for particular fruits) restrict or prohibit personal-import of fresh fruit regardless of origin-side export permissions. Australia and New Zealand additionally seize fresh fruit that reaches their border with fines.
