Leaving Vietnam with cosmetics (commercial)

Cosmetics in commercial quantities must be exported from Vietnam under a commercial export declaration with a commercial invoice and, where applicable, a packing list and certificate of origin for preferential tariff treatment at destination. Destination markets separately require product registration or notification (EU CPNP, ASEAN notification, FDA listing) before commercial cosmetics can be sold. Carrying commercial quantities as passenger baggage without export documentation risks seizure and misdeclaration penalties on the origin side and duty assessment at destination.
