Commercially produced and sealed chocolate is generally permitted for personal import in most countries. However, chocolate containing dairy or nut ingredients may be subject to biosecurity restrictions in Australia and New Zealand. The US has seized. In the reverse direction (taking chocolate out of Japan): allowed — Chocolate and confectionery may be exported from Japan freely at personal-use quantities. Arrival inspections are conducted by Japan Customs (Ministry of Finance); when in doubt, use the declare (red) channel — declared goods at worst attract duty or surrender, while undeclared goods attract penalties.
Leaving Japan with chocolate
Personal-use chocolate and confectionery may be taken out of Japan without export formalities. Retail-packaged confectionery is freely exportable. Destination biosecurity rules (Australia, New Zealand) may inspect dairy-containing products on arrival but retail chocolate is broadly admissible.
Personal-quantity chocolate clears as routine. Kinder Surprise eggs and similar with embedded non-edible toy capsules are categorically prohibited in the US under 21 CFR 101.16.
