Commercially produced and sealed chocolate is generally permitted for personal import in most countries. However, chocolate containing dairy or nut ingredients may be subject to biosecurity restrictions in Australia and New Zealand. The US has seized. In the reverse direction (taking chocolate out of China): allowed — Chocolate and confectionery may be exported from China freely at personal-use quantities. Arrival inspections are conducted by General Administration of Customs of China (GACC); when in doubt, use the declare (red) channel — declared goods at worst attract duty or surrender, while undeclared goods attract penalties.
