Cannabis seeds — viable or sterilised — are prohibited under UAE Federal Decree-Law No. 30 of 2021 on combating narcotics. Even hemp-derived 'CBD-only' cultivar seeds fall under the same Schedule I controlled list. Customs at Dubai International Airport and Abu Dhabi airport seize and refer to police; minimum penalty for narcotics-related cultivation is 4 years imprisonment for first offence under the new federal law.
