Details
Indonesia's Narkotika Act (UU 35/2009) classifies cannabis seeds as Group I narcotics. Bea Cukai screens incoming baggage at CGK / DPS / SUB / KNO; seeds are seized regardless of germination status. Personal-quantity carriage attracts 4-12 years imprisonment plus IDR 800 million-8 billion fine; sale or distribution attracts the death penalty. Enforcement in Indonesia carries fines from IDR 100,000,000 to IDR 5,000,000,000 and imprisonment up to 10 years in aggravated cases under Customs Law No. 17/2006 Art. 102; Narcotics Law No. 35/2009.
Quantity limit
Zero tolerance — any quantity is prohibited
Leaving with this item
Cannabis seed export from Indonesia is generally prohibited or heavily restricted regardless of domestic hemp / cannabis legal status.
Practical advice
Do not bring cannabis seeds to this country. Penalties may be severe. If unsure, declare on arrival — declared goods at worst attract duty or surrender, while undeclared goods found in screening are seized and fined.
