Surrender at customs

German Zollamt accepts voluntary abandonment (Verzicht) of cannabis seeds at border crossing. Written surrender form submitted. Seeds are destroyed. Under BtMG §29 prosecution threshold guidelines, personal-quantity proactive surrender typically not prosecuted.
