Japan Customs admits standard optical binoculars for personal use without restriction or duty (under ¥200,000 exemption). Night-vision devices and thermal imaging optics are classified as dual-use goods under Japan's Foreign Exchange and Foreign Trade Act (FEFTA, 外国為替及び外国貿易法) and its Export Trade Control Order (輸出貿易管理令). Exporting such devices from Japan requires METI authorisation. Importing night-vision optics into Japan is generally permitted for personal use, but the visitor should ensure the device was legally exported from the origin country.
