In the reverse direction (taking baby formula out of United States): allowed — Baby formula may be exported from United States freely at personal-use quantities.
Leaving United States with baby formula
Personal-use baby formula may be taken out of United States without export formalities. Baby formula for accompanying-infant use is freely exportable and exempt from cabin liquid limits when travelling with the infant. Note some origin countries have at times imposed retail purchase limits during shortage periods (notably formula purchase caps in Australia and Hong Kong retail), aimed at bulk buying rather than personal travel.
Personal-quantity infant formula (under 5 kg, sealed retail packaging) clears CBP without declaration. Bulk import or unfamiliar-brand purchases may attract food-safety review; keep the purchase receipt and original packaging for inspection.
