Postal dangerous-goods rules require lithium batteries to be installed in the device (UN 3481) — loose spare batteries are barred from international mail. On the customs side General Department of Vietnam Customs (GDVC) applies the ordinary parcel framework to the declared value: import VAT/GST at 10% applies above the exemption threshold. Import goods valued at or below VND 1,000,000 (approx. USD $43) are generally exempt from import duty if they are non-commercial gifts. VAT (10%) may still apply.
