VOEC scheme requires foreign sellers to register and collect VAT for parcels under NOK 3,000. Aerosols and nail varnish are dangerous-goods limited quantities for air mail; bulk or repeated identical parcels are treated as unregistered commercial imports. Norway collects VAT from the first krone on foreign shipments — foreign shops registered under the VOEC scheme collect it at checkout for goods under NOK 3,000, otherwise the carrier collects VAT plus a fee on arrival.
